The First Continental Report on the Implementation of Agenda 2063 is the definitive assessment of what the continent achieved during the First Ten Year Implementation Plan, covering the period 2014 to 2023. Presented to the Assembly of the African Union in February 2024, it draws on data submitted by member states, Regional Economic Communities, and continental organs to measure progress against the goals, targets and indicators of the plan.
The report applies the Continental Results Framework, a system that groups indicators into four broad areas: macroeconomic performance and transformation; infrastructure, energy and connectivity; governance, peace and security; and social development. Against this framework, the overall continental implementation score for the first decade stood at approximately 62 percent, reflecting meaningful but uneven progress. The strongest results were recorded in macroeconomic management and digital infrastructure, while the weakest were in peace and security, reflecting the persistence of armed conflict in several sub-regions.
Among the headline findings, the report notes that electricity access rose substantially across the continent, that the African Continental Free Trade Area entered into force and began trading, that the African Monetary Fund legal instruments were adopted, and that the number of women in decision-making positions increased. At the same time, absolute poverty reduction fell short of target, COVID-19 reversed health and education gains mid-decade, and financing gaps remained a structural constraint throughout the period.
The report closes with a set of recommendations that directly shaped the design of the Second Ten Year Implementation Plan and its seven Moonshots. It called for greater alignment of national development plans with continental frameworks, stronger domestic resource mobilisation, and a sharper focus on data quality and national statistical capacity so that future evaluations can be produced with greater speed and accuracy.
