The Senegal Agenda 2063 Country Report, published in 2024, documents how the Republic of Senegal has domesticated and advanced the Agenda 2063 framework at the national level. The report is prepared with technical support from AUDA-NEPAD and submitted as part of the continental monitoring process that feeds into the periodic Continental Reports on the implementation of Agenda 2063.
Senegal has pursued its Agenda 2063 commitments primarily through the Plan Sénégal Émergent, the national long-term development strategy that aligns its goals with both the Agenda 2063 Aspirations and the Sustainable Development Goals. The country report documents progress across the seven Aspirations, with strong performance recorded in infrastructure investment, particularly in roads, the new Blaise Diagne International Airport, the Dakar-Diamniadio highway, and energy access. Economic growth averaged above five percent annually for much of the period, reflecting structural transformation driven by construction, services and, from 2024, emerging oil and gas revenues.
The report also charts progress on governance and democratic consolidation, recognising Senegal's established tradition of peaceful electoral transitions while noting areas for improvement in institutional accountability and anti-corruption. Social development indicators show improvements in primary school enrolment and in access to healthcare, though malnutrition and maternal health outcomes remain challenges in rural areas. Gender equality and youth empowerment are identified as strategic priorities that require accelerated action.
At the time of this report, Senegal was transitioning to a new national planning framework, VISION Sénégal 2050, launched by the government in 2024. The country report places this transition in the context of the Second Ten Year Implementation Plan, framing VISION 2050 as Senegal's vehicle for delivering its contributions to the Decade of Acceleration Moonshots through 2033 and beyond.
