The Second Continental Report on the Implementation of Agenda 2063 was published in 2022 and covers continental progress on the goals and indicators of the First Ten Year Implementation Plan, 2014 to 2023, at the midpoint of that decade. It follows the First Annual Development Effectiveness Report and deepens the assessment with a broader range of data submitted by member states and Regional Economic Communities.
The report measures performance across the same thematic clusters as the Continental Results Framework: macroeconomic growth and structural transformation, infrastructure and connectivity, governance and peace, and social development including health, education, gender and youth. It records significant progress in broadening access to mobile telephony and digital services, growth in intra-African trade facilitated by the operationalisation of the AfCFTA, and improvements in some governance indicators, including more competitive multi-party elections in a larger number of member states.
The report also flags a number of challenges that were shaping the continent mid-decade. The economic disruption caused by the COVID-19 pandemic reversed years of poverty reduction and set back progress on health and education targets. Global supply chain shocks, rising debt levels, and the effects of the climate crisis disproportionately affected African economies. Progress on gender equality and youth employment, while positive in direction, remained insufficient to absorb the continent's rapidly growing working-age population.
The recommendations of the Second Continental Report fed directly into the mid-term review of the First Ten Year Implementation Plan and into the design process for the Second Plan, particularly on the need to build economic resilience, accelerate integration, and scale up financing for flagship programmes.
